I am certainly no expert, but is this recording running slow, or is the band really that sluggish out of the gate?

First 3 tracks have low volume levels. Damned Hippies!
Fourth track (Big Boy Pete) has proper volume levels, a good mix, and high quality recording audio. ...

The band just walks through the numbers with no real musicality. Despite that, Garcia's tone is rock solid, incredibly strong.
